Experience From Other Cities

Collaborative efforts to improve health care and reduce costs are taking place in many communities throughout the United States. A brief description of some of the best of these community efforts is presented below.

Alliance Health Cooperative (Madison WI)
Promotion of value-based purchasing is the emphasis of this employer-founded organization. The cooperative aims to increase provider competition while educating consumers on health issues. Creates and delivers reports for employers and providers addressing utilization, disease prevalence, HEDIS performance and health promotion.

Integrated Healthcare Association (Oakland CA)
Policy formation and system collaboration brokerage is the emphasis of this Employer-Plan-Provider-Consumer-Pharmaceutical leadership group. IHA has backed long-running pay-for-performance initiatives, HMO report card publication, and obesity-related policy/studies.

Minnesota Community Measurement

This nonprofit is among the leaders in collaborative community efforts to improve health care. The organization's mission is to spur health improvement by publicly reporting health care information.

Massachusetts Health Quality Partners
Boosting health care quality collaboratively using evidence-based performance targets is the emphasis of this Employer-Plan-Provider-Government coalition. MHQP actively collects, analyzes and distributes data to encourage public accountability and stakeholder education, in addition to accelerating performance improvement.

Phoenix Regional Quality Reform Initiative
Public-private entity largely of Employer-Plan composition seeking to build an information infrastructure to make performance data accessible, evaluate health care value, improve health and enhance the role of the consumer.

Rochester Health Commission (NY)
Funded by providers, plans and employers, this independent community organization provides performance data to employers, consumers, and providers while using data to uncover improvement opportunities and encourage dedicated interventions.

Santa Barbara Care Data Exchange
SBCCDE is a “community-wide initiative designed to improve the quality, clinical efficiency, and safety of health care by making inter- and intra-organizational, patient-specific information more readily available at the point of care.” This pioneering, grant-funded initiative has established a peer-to-peer clinical information system. Hospital, plan and laboratory data are compiled and made available to providers and consumers. Key partners are CareScience and the California Health Care Foundation.
